BILL WAS THE SIREN. A siren isn't a mermaid its a manipulative creature that lures you in with songs and promises. Traditionally, a siren is a creature with a bird body and a woman head but people assume its a mermaid. Mermaids are in Gravity Falls and aren't categorized as "Sirens".
