This is an excellent video. One error; he (unintentionally I'm sure) states that car can move fwd or laterally for 1 movement pt. It costs 2 movement points to make a lateral move.
Also there are other errors. When doing a tyre change you don't remove your previous type token. Instead you will place a new token on top of the old one. That way you can prove that you did indeed change tyre types during the race. Also when Event Card shows the pitting NPS cars you look at the last digit of the cars to see which ones go to pit. So not any number as was said in the video.

Does every car need to be flipped/all cards in hands have been played, or can a player just decide they have done enough, keep the rest of their cards and do no more actions that turn (passing essentially, but without being forced to)?

It costs 2 MP only when displacing another car. Other than that it costs 1 MP.
