Causing "alarm ". It boils down to sheep's feelings. Cops tend to side with them because its easier than upholding the law the right way and figuring who's truly right.
The Utah Code says you have to "intend" or "recklessly" cause the "alarm" by one of several enumerated actions. None of those actions were valid. That cop knew he was in over his head, and was skeedadling before it got to the point where he either had to admit it or arrest Jason without knowing if he had the authority to do so. I've never seen a cop run so fast from Jason before! The cop was SCARED!

It's always amazing to me; people who seemingly want to enjoy freedom of life in the USA don't recognize it when it is happening right under their noses.
