They should just do what SPT does with Ref in PvE; disable the arena services completely and just change the tasks to not require arena. All of the 'win matches in arena' tasks were changed to just kill a lot of PMCs per task; something like 20-30. They could do something similar to that I suppose. It's the easiest way to change Ref to give him purpose in PvE, and eliminating any possible shenanigans with PvE -> PvP balance issues until they figure out a true hard solution to the problem.
