if you want to do the side quest it's need to be night as the lady is awke all nigth to figure out want is happening that why she want you to come back later.
for the rest of route 8 you can get the good rod form a the fisherman near the rest house if you want a misdreavus it can only be caught at night and cottonee durig the day.
the gym ace pokemon is 33 buy the way the gmy puzzle is not fun it's memory puzzle.
Oh perfect! I wouldn't have thought of going back at night to check on that quest, thanks for all the heads up, I'll definitely do that!
