One neighbor said the grass in the empty lot next door has never been as tall as it is now, and is concerned with the rodents and bugs it attracts.

I agree with residents concerns. But then city homeowners cry when taxes go up. Renters cry when rent goes up. Life in our current social system. You get what you pay for.
