The one cable adjustment applies equal pulling tension to each wheel via the center mounted bracket. You only need to adjust the cable tension and it takes care of both wheels.

Shouldn't the service brakes have been checked/adjusted before the parking brake cables? If they are out of adjustment, that would cause excessive travel of the parking brake lever.
