I am using topaz gigapixel for upscaling images, best in my opinion (used 4 different solutions and this one works best for me).
Works with old Public Domain images, new images, and AI generated.
Depending what exactly you want to upscale there are different settings to choose.
This is a paid software, but you pay only once. Great things about this is that you can upscale batches of images.
There are more programs from topaz, as gigapixel does only upscaling, topaz photo ai does a lot of things and upscaling, but costs more (in terms of upscaling is equally as effective as gigapixel, I have both, and run a comparison on both with the same settings).
I would suggest if you can, to hold off to November with purchase, as usually they are 30-40% cheaper - Black Friday sales.
Links are below, both links are affiliate links - which means that if you make a purchase, I will get a small commission at no addditional cost to you (third link is direct, bypassing affiliate links).
Gigapixel AI - Image Upscaler - NO subscriptions! 1 time payment
      rebrand.ly/gigapixel
Topaz Photo AI - Denoise, Sharpen, Upscale, Recover Faces, Remove Objects, Preserve Text, Adjust Lighting, Balance Color - NO subscriptions! 1 time payment
      rebrand.ly/photoai
      Direct link (NON AFFILIATE):

I will record a video about the upscalers, but it might take some time.
On top of that, you can try using Photoshop for upscaling (works fine with double upscale of PD images, will not recommend more than x2), or online based upscalers if this is one off image.
Economically, it is better to buy and pay 1 time, provided that you will use it multiple times. Online based upscalers, are usually subscription based, and credit based, upscaling takes a lot of processing power, and they are quality wise great/similar (in some cases not so great), but if it comes to wait times, they are not great, and with option to upscale 100+ images, topaz software does it no problem overnight vs doing it 1 by 1 using online based, and it might turn up, that you will pay, upscale and there will be a lot of "fluf/unwanted objects" added, having said that AI is galloping, and it becomes cheaper, so it might eventually become cheaper to do it via internet browser.
Topaz suite is getting frequent updates, and they are constantly developing this software, creating new models, that use less and less of processing power.
Upscaling supersmall image x8, will not get you anywhere, whether you are using topaz or online based upscaler.
Having said that, I have been upscaling images (photographs of old paintings) downloaded from wikipedia using topaz, and they came out great.
      Hope it helps.

So just to verify, we can or cannot use for commercial purposes? Like editing the picture slightly and using as a book cover for Amazon KDP? Trying to figure out whether, as a public domain circumstance, I can use them to sell in my book covers - the feee version. Thanks…for the video.

You can. When you are on the image page on rawpixel, just below the image name/title, you have licence info. In Green - Public Domain, followed by "Free CC0 image for Personal and Business use", and just below "Info", there is a hyperlink explaining the licence. If you see that you are safe. All of the images that I have come across on raw pixel (under Public Domain tab), they had it. Thanks.

It says personal use only unless you pay for the second pay plan for $119 which includes business usage in addition to personal use
