Not to require a CASH (or corporate surety} type bond rarely ever guaranteed the appearance of the accused. As a guy on the judicial totem-pole, I found ways around it, but I was only the guy on the bottom of the judiciary pole.

Therefore, any blanket zero-bail policy, without a court proceeding and a chance for the victim to voice their concerns, is in violation of California State Law.
