Just wanted to clarify that the SCP doesn't care about flowers exactly, it just wants to be appreciated/useful. Originally it was useful as a chair, now it is useful as mulch. Also this isn't the only time the GOC were dicks, probably not even the worst incident.
The GOC is another shadow organization that runs very similarly to the Foundation. However, while the Foundation is independently funded, the GOC is backed entirely by the United Nations. As well, while the Foundation focuses on containing anomalies, the GOC favors outright destroying them. To be fair, with some anomalies that are simply too dangerous to contain, it makes sense. The Hard-to-Destroy Reptile and The Shy Guy being prime examples. The two organizations often quarrel with each other but also cooperate and work together when dealing with anomalies with far more world ending potential.
There are also other anomalous organizations such as the Chaos Insurgency which is a group of former Foundation and GOC members bent on using anomalies for world domination. The Serpent’s Hand which is a group dedicated to the freeing of anomalies and the creation of a world where normal and abnormal coexist. Martial, Carter, and Dark which is a corporation that creates and then sells anomalies to the highest bidder for profit. Anderson Robotics which is a company specializing in the creation of anomalous machines. As well as Dr. Wondertainment, a Willy Wonka-esk toy brand that makes anomalous children’s toys. Some dangerous, some harmless, some admittedly rather cool.
The foundation do want to neutralize those SCPs. It's just impossible to destroy them. The GOC wouldn't fair any better than the Foundation if they try to destroy Reptiles or Shy guy.
The problem is, similar to the Foundation itself, the GOC sets themselves up to make enemies... and one day they will make an enemy they cannot bury. If they are lucky, it will simply be something like SCP 027, that finds a new host after death, but the SCP universe is also home to actual gods, and that just may end bad for an entire city.
Strongly recommend watching the exploring series video about the GOC. One of my favorite groups within the SCPverse, along with Gamers Against Weed. Keep up the video dude really love watching them.

As you're checking out the Exploring Series' videos on the groups of interest, you should look into his video on the GOC to get a more concrete view of them. They're a lot like the Foundation, the main two differences are that they're backed by the UN and that they tend to focus on destroying anomalies rather than containing them. The main problem is rather evident here, that being that there's no guarantee that destroying an anomaly will make it stop being anomalous. They have come in clutch a few times however.
If i remember right, the GOC was founded by wizards, and believes that the very existence of anomalies is a cumulative strain on the fabric of reality, hence their policy of destroying them where possible.

Don't take this as me coming to the GOC's defense, but it needs to be said. They're the problem child of those organizations within the SCP universe that are protecting humanity. Their entire mission is to destroy anomalies. While the Foundation is 100% right in that in most cases it is best to contain dangerous objects instead of trying to destroy them, there have been significant events where the GOC actually came in clutch when there were anomalies that REALLY needed to go. So it's like, they're annoying on most days, but when we need them we're VERY glad to have them.
I once heard that them described as of an affectionate parody of americans. heavy handed and bull headed, but dependable and hearts mostly in the right place.
The GOC and the foundation have the same problem, they stay too much on their side. Althrough sometimes both of them agree to the other's view (as in the foundation agrees that some anomalies are better off terminated and the GOC gives them to the foundation when they realize they can't blow it up), they take too much to do that. Sometimes the foundation tries to contain things until is too late, and the GOC destroys anything, even if it is "good"
The caution behind this SCP reminds me of another known as SCP 1337.(A ghost hitchhiker) The only difference is that the chair is still able to be passive when not scared & Mary can never be passive again. I wonder if everyone that said you'd hate this meant you'd hate what happened in this. Since it definitely made you hate the GOC for turning a harmless but helpful chair into remains that have PTSD & now work as mulch.

Yeah, the SCP foundation doesn't just outright destroy anomalies simply because either it'll make the situation worse like this, its needless, or it just isn't outright possible like with 682 of 106. In fact, I think 682 is the only anomaly I can think of that the Foundation is activly trying to destroy. Please someone tell me if there's more.
There’s plenty they would like to make the goal to destroy but they know that attempting destruction is too great a risk to making it worse and as a result they consider containment the better option.

Granted, some anomalies do deserve destruction and even the Foundation knows that. They rarely try to destroy anything. And it's always difficult to know if an anomaly can be destroyed without any major consequences.
The GOC is better at handling high risk targets that need killing. The type that get designated as Keter class SCP's. Really stupid of them to go after Safe lvl targets. Like sending a team of 40k space marines after a baby panda.
I imagine that’s why the Foundation ultimately tolerates their existence, much the same way the GOC tolerates the Foundation because there are some SCPs whose destruction is beyond human means.
