Here in VA, I have had chipmunks, birds , and possibly raccoons destroy the buckwheat seeds and rye seeds in the past. No one talks about it much, glad you mentioned it because it can be a huge problem! I have had much better luck tilling first and raking in the seeds (small plots). Try to plant right before a good rain!

I feel your pain. I had a lot of issues with long droughts this year shoving my planting times around. Less than ideal and resulted in plots that aren't the best I've ever put in but the deer are still hitting them up.
I don't plant anything with my brassicas. If I plant cereal grain in a plot with brassicas, I plant it on the other side of the plot. Half of the plot in brassicas, half of the plot in peas/beans/cereal grain.
I'm seeding the last time in NW WI at the end of this month. If I need rye in SE WI, I can add a week or two to that. I use it to fill in bare spots in the pea/bean & brassica (split 50/50) plot.
Go brewers. No rain no rain had me laughing. Here in Wisconsin as well It’s been brutally dry. Praying for rain.

lack of rain kill me last year and as of now might be the middle of Oct or later before I plant if I do .

Do you ever layer the rye over your brassicas? If you do, do you just throw it over the existing plot or agitate a few bare areas first?
