You might not have heard of "split scaling" before. It's when a character's source of damage can come from two stats! The first character that comes to mind is Chiori, who uses ATK and DEF at the same time. Think of the Raiden Shogun too, whose Energy Recharge is converted into Electro DMG Bonus. But she also directly scales on her Energy Recharge. You still need high ATK and crit balancing on her, and sometimes Elemental Mastery! All these stats contribute to the Raiden Shogun's damage.
It's not a contradiction for Lan Yan to be buffed by her Elemental Mastery, it's just that she will deal more DMG the higher her ATK is anyway. So if we changed the passive to say "She will deal more DMG based upon her ATK", that's already something we know. But, with the passive saying Elemental Mastery, it means you can strengthen her even more. No matter how high her ATK is, she will deal even more damage by building some Elemental Mastery on her as well.

Lan Yan is an anemo catalist unit soo just like Sucrose she can drive in teams like taser, in these types of teams Lan Yan would be built around EM soo her reaction damage is stronger, this ascension passive is mostly just a bonus in case the player want to play with her like this, it is contradicting but at the same it is not just depends on how you want to play with her

So it just like most support anemo use, EM. But then again it would be nice if her shield is based on EM like Citlali, and not using ATK

@@marrougo there is upside to having the shield scale of ATK, mainly any atk buff, especially when she is being paired with bennett in a team, allow her shield to be much much stronger to the point where it matches Zhongli's shield at base C0.
