I've been running AV for the past 8 months with some recesses here and there. I really like some of your suggestions on NPC. For Yin, I made her French and smokes a lot from a pipe and blows smoke in PC's faces she doesn't respect. I completely agree with you on the concept of a thieves guild in a small town. It would be like Andy tolerating a moonshine operation in Maybury. It's like the writers, who just happen to live in a very populated section of the state of Washington, don't know how a small town works.
