You're overestimating the risk reward here, the risk is they lose their admin because some kid clipped them accepting a bribe. The reward is nothing because no one believes anyone is going to splash real cash on pranks.

I'm gonna say it, I think its partially cultural. You were speaking to anglophones (americans, british, australians, etc) who have a very negative cultural view of bribery and very little real life experience with offering or accepting bribes. Plus with developed countries you have a higher chance of running into guys like that electrician who make enough money to not find a bribe attractive.
I think if you tried south american servers, eastern european servers etc you would have more takers. Guys for whom 100 USD would be a lot more money considering the currency exchange and cost of living.
