Dust up is a fine mission and do not need to change. The reason it drags out is you both decide from the start that you need to wait for reserves. The objectives are live from the start, meaning an all out attack is more than possible. When you repeatedly end up with games being draws, it is most often a player problem. Statistically 1/6 games end in draws, with some cases being more, for example D vs D in meeting engagements. Winning quickly of cause require the players to think of the 60% on table and what they are capable of, so maybe try the next time to build a list with 60% that actually can work on it's own. Knowing the your opponent won't get reserves before at the earliest turn 3 is a real help, when attacking swiftly.
My experience in Dust Up is that aggressive players lose as the attack falters between fire from the on table forces and the reserves. But infantry based lists are probably less likely to succeed in this mission in any case. Still, going for it early might at least make for a more entertaining batrep!
Scotland has sent an ETC team twice, both over ten years ago. And both times only two of the team were based in Scotland. There's not been an appetite for the ETC in the Scottish scene.

Peter builds his lists based on looks! He might lose his games but wins best painted.
