There is no application fee, if you are seeing application fee then you are probably applying for a course work programme, which the hdr scholarship does not cover, you have to apply for research programmes. Thank you for the compliment
You should be sent a mail with a link and direction to login, follow that, if you don't see that go to their application page and instead of register click login
Australia generally allows you to bring your spouse and/children, the only thing is this particular scholarship will provide relocation allowance for you and your spouse, you can also get allowance for your dependent children so YES

Dear I have 5 dependents is Australian scholarship allowed 5 dependents
So they didnt give the maximum number of dependents in these scholarship so I dont know, but they offer allowances for dependents.
