Legalization means going to ministry of Edu and foreign affairs to sign and put a seal on your documents

Not for the application process, maybe after u get admission im not sure, except they state otherwise for your course. Just to add your transcript, certificate and most documents should have the seal and signature of the school so that okay

You can do what you want but I will always advice that it is somewhat related to your background or you can proof that you have what it takes to carry out reaearch in that area, if you propose sth totally unrelated to your background, u may have more work to do to convince them that they should choose you or u can handle the research

Depending on the school's application procedure, some will allocate after application and others you have to get before applying, but to apply for the scholarship your supervisor needs to fill the supervisor's form. That's why I advice you apply on time cos different procedure for different school
