When only 18 C-17s were due to roll out, we were asked if we want to buy a few more. The IAF said YES PLEASE, but our babus decided that there was no hurry. Nahin bik raha hai, thoda thehro. With 15 left, Boeing again reminded us-same response. We thought, "apne hi pas aayega, aur kahan jayega." We finally bought the last C-17 available. Then we asked Boeing for more. Sir, there two types of people in our defence equipment acquistion process /system
      1) honest people who will follow the rules to the "T" and they do not want to take much risk because these arms acquisition has always got a risk of turning out one scandal or the other so they would rather prefer not take any decisions at all thus get into controvery and trouble later on if some scandals happen thus spoil their career and post retirement benfits and life
      2) There are dishonest people who will not budge an inch untill thier palms are greased since there will always be many people in this disputes and conflicts in the greasing of palms, those type people will also not do much of the work because there is too many layers of defence equipment procurement bureaucracy.

When I was in my Air Force School, Agra, we were taken to see aircrafts on Air Force Day, then for the first time I saw IL-78, AN-32 and Avro, and showed them from inside as well, the whole analog system was as big as the wall of my room. There was a panel as big as that and the whole panel was full of analog meters. Later, when I grew up in 12th class, the children of the officers used to study together, they used to tell that Il 78 has many issues, sometimes fuel leaks, engine overheating, sometimes mechanical issues and the whole squadron never remains operational. And the sound of the engines oh my god my house is not far from the station when it takes off even my kitchen utensils fall. And don't ask about night flying.

We should go for c390 for medium lift aircraft rfi and to replace il - 76 as it costs only 50 - 55 million dollars with a payload capacity of 26 tons also with a new design compared to c130j super Hercules which is a old design which costs 75 million dollars with a payload of 20 tons. Embraer also accepted to make modifications according to Iaf's needs which will also reduce dependance on America. We cannot buy new or used il 76 from russia as it has an old design and will have poor availability rate in the future.

It has got much better utility than C-390. Also, Make in Insia will be easier for A400M cause C-295 is already being manufactured in India.

C17 is more than 50 years old tech, usa has enough of c17 now. The cold war is over and they are developing new aircraft meantime. The new one will be available in 2040 , so they stopped the production line. Usa has huge number of aircrafts in Nevada desert. They can use them in emergency.

India should replace IL-76 with An-124 which have payload of 150 ton. 24 such needs to be procured. If such proves too costly, at least its 17 IL-76MD's need to be upgraded to IL-76 MKI version to add to its 6 IL-76 MKI.
To complement the 11 C-17 Globemaster III, can't India order 9 more used C-17 with good airframe life and new engines?
While there is time, India should order 8 more C-130J tactical transport aircraft.
