Good afternoon, this is very important to TCTs all over the country. Many TCT’s were not promoted and have not been promoted. The union should first send an information request seeking the names and dates employees were assigned to a TCT department. Then meet with the agency to seek promotions, if they do not promote the employees, then I would file a grievance. We had one employee here named Shannon Sthrothman who was promoted with the new handbook was implemented, and another employee was promoted in 2022 (Sonia Ellis). We refused to allow the agency to promote one and not promote the other. Sonia was illegally terminated from December 17th, 2017 and returned on July 23rd, 2018. We learned about the issue in 2019 and refused to accept No for an answer. After several threats of grievances, EEO Complaint or District Court filing, the agency finally paid her in 2022. The promotion was backdated to February 7th, 2018, and she was provided backpay with interest to the same February 7th, 2018 date. If you need assistance, let me know.
