sometimes clients tell me they dont feel their glutes in this exercise. I first check if they have rolled back. Then I have them roll forward a bit to ensure shoulders and hips are stacked. Can there be any other reason someone would only feel their quads in this exercise and not their glutes???
It may be that their foot is too far back on the bar, creating more flexion in the knee and therefore more of a quad focus. Try having them slide their foot all the way to the front corner of the bar and cue to connect to the glute. That should help!
I prefer my shoulders stacked. Everybody's lift of the waist off the reformer is different depending on shoulder and hip width. My hips are pretty wide, so I have a lot of space underneath. Hope that helps!

I wondered about underside shoulder placement. So your weight is resting on hip and shoulder? The ribs shouldn't be down?
