  • In 2019, Local Law 97 was introduced as a part of New York City’s Climate legislation, which is a group of local laws that aims at mitigating the effects of carbon footprints/greenhouse gas emissions from huge buildings in the New York City.
    The compliance for Local Law 97 (LL 97) begins in 2024 however, carrying out or enforcing energy management strategies for your buildings or multifamily properties does not happen overnight, so it is now high time to think and plan accordingly and lay the groundwork to make comprehensive energy-saving strategies and upgrades.

    This Local Law 97 (NYC LL97) puts New York City on a path for reducing carbon greenhouse gas (GHG) emissions/carbon footprints and to cut down their emissions by 40 per cent by the year 2030 and 80 per cent by the year 2050 from city’s largest commercial and industrial buildings.
    BUILDINGS NEED TO COMPLY
    The law applies to existing large buildings located in the New York City that includes new constructions, major renovations commercial properties that also include hotels constitute around half of the affected properties; and then there are residential (multi-family) properties which are the other half.
    (i) Local Law 97 (LL97) establishes emissions regulations on buildings that are 25,000 sq. ft. or larger that are subject to benchmarking or (ii) Multiple buildings that are on the same tax lot and together exceed 50,000 gross square feet, or (iii) Multiple buildings that are governed by the same board of managers held in the condominium form of ownership and together exceed 50,000 gross square feet.
    CARBON EMISSIONS AND ENERGY USE
    Carbon emissions/carbon footprints (a result of fuel combustion) are released into the atmosphere during the production of the energy that is used or consumed such as electricity, water by huge buildings for all its operations.

    Based on the information you will enter such as building type, area where it is located, annual consumption per fuel source, it will show you how much carbon your building emits.
    FINES IN THE CASES OF NON-COMPLIANCE
    The city will calculate the fines by multiplying your emissions overages by $268. Also, fines will be levied for not submitting a report or submitting fake reports.
