single reppu ken gives better oki after wall so its whether they want oki or dmg in any given situation

Why with the 2d characters do they get massive life lead and still press, press, press... rushdown essentially... when they can play more conservative? I'm picking up Akuma... so I would like to know if theirs solid logic to keep rushing. Or is that just instinct to carry that momentum of rushdown?
