Most of the stuff in this zone made sense to me. Like the platforms that you jump on to raise them: they are balloons and jumping on them is jumping on a pump to pump up the balloons to make them go higher. I figure Robotnik / Eggman builds these giant casins and carnival zones to keep the masses entertained and distracted from how evil he is. Kind of like the bread and circuses of the Roman emperors or something.
It's not really the function that's hard to understand, you stand on it and it goes down and if you jump on it, you get higher, simple. But what's confusing is what it's actually meant to be.
Ok but Carnival Night is on Angel Island? Eggman and Sonic are complete newcomers to the island in this game, idk if Eggman would have time to build the carnival. Otherwise I agree for Casino Night
Carnival night music is so fucking good. It’s totally killer. Possibly my favourite piece of Genesis music. It’s so full of funk, such crunchy beats, such a jam. It’s amazing

Those floating platforms are exactly that. They are a platform with balloons on the bottom (thats what the red stuff on the bottom is meant to be, I thought it was lava when I was a kid). Obviously when it hits the floor and stops the balloons are burst. I play the special stages the same way too!
That miniboss does suck eggs, rotten ones. I'm awful at this too. I used to play Sonic 3 with my dad. He'd run away from the bosses and minibosses while I used Tails to kill them. Poor Tails, he died a lot.... :P
There's actually another bonus ring if you go left of that first candy striped pole once you've reached the bottom of it. Though, it can be kind of tricky to get to .

the light blue represents blue and the darker one is known as indigo or navy blue. if you a familiar with the color spectrum that is what the chaos emeralds represent except for white.
