In terms of gameplay and accessability it was one of the best. Story and theme were 'meh' at best. But given how bad Shadowlands was, especially when it comes to f'ing up decades of lore and character arcs, almost anything would have been a step-up.
Yup - gameplay is always the most important for me. Story is secondary, TWW looks pretty decent in that department so far though.
