Guy is holding my buddy's belt and screaming "Don't ..I changed my mind helllppp" Took 5 officers to pull them both up and they dragged they guy down to a waiting ambulance..and 'talked' to him alllllll the way to the hospital..

Btw this is totally what you do with drowning people too. You let them drown just enough so they do not struggle when you pull them out. If you miscalculate and they struggle you just punch their lights out.
