No, it has a red pin that inserts where the thru lock would go. Not necessary for the red pin to go into the hole if it doesn't reach because of hitch insert hole being too shallow.
It's from the same designer / engineer. The inventor owned the original 1up company. Had a business dispute with a partner (if the guy is to be believed his partner that currently runs 1up is very shady) so he took is improved design and started a new company with new partners. The mach 2 is basically a sequel with several key improvents. The biggest being 100 percent tool free with a universal key for all trays and accessories and essentially infinite adjustability for the clamps.
Had mine for a year and a half.
What I liked was it being “tool-less”. Only need the key to unlock it.

Looks like a very well made rack! considering for our heavy e-bikes. Currently have a hollywood rack but keeps rubbing the paint off our frames
