CALLING 911. What if someone called 911 to report a broken water main in an underground building where 400,000 people were trapped? What if the caller said the water was rising at a steady rate and the longer rescue took, the more people would be drowned exponentially floor by floor? What if the 911 operator bragged about how great he is at his job, but never initiated, made notes of, organized, or participated in a rescue? Could the family of those lost sue the operator for negligence?
They aren't gonna accomplish this with massive vax sites. The way to do it is to ship a hundred doses to EVERY doctor, dentist, veterinarian, chiropractor, optometrist, pharmacy and nurse in the country. You'd end up with a few million places to get the vax and no long lines. Difficult but manageable. Amazon moves this much in 30 minutes.
