Intermodal and Express trains have authority to over-ride speed restrictions at the discretion of the Dispatcher - unless it is for track maintenance or specific orders due to track conditions mandating restricted speeds...for a situation like this - Milleniumforce - CSX did NOT need a speed restriction on those trains - plus the reason for the police to be guarding the crossing as they knew the trains were scheduled - CSX most likely informed them of these movements therefore - no reason for the the restricted speed on these TWO intermodal High Priority trains. I know for a fact that under no circumstances on any railroad is an intermodal train supposed to stop unless it's an absolute emergency. They are HIGH Priority - and they don't have to stop unless they derail or hit something or other train traffic is slowing them down due to an emergency or problem with another train, a Dispatcher is not doing their job, or track Maintenance of Way crews are on the line.

High priority Q trains (Intermodals and UPS) do not have to comply with event related slow orders. Neither train crew or dispatcher is in the wrong as long as the rule book validates their train to be an exception.

I understand your concern, but both trains were high-priority intermodal that compete against OTR tractor-trailers. Was the slow order for all trains lr for certain trains like manifest, unit oil and ethanol, etc. Conversely, I've seen school children walking in thr track gauge right in front of crossing ghards!
What they'll do is give you a 20mph speed restriction where the parade or event is happening, and you'll have to just comply with it and make noise (blow the horn) as you go through there. Both trains appear to be going 20mph and blew the horn which complies with the dispatchers instructions.

Personally, I say a parade SHOULD NOT be allowed to cross a busy railroad crossing, and the city board should not OK it! It can take a long while for that kind of info to reach a train crew. The call is made to the RR's regional office, info routed to the general dispatcher, who then sends said info to the dispatcher of the city's division, who then notifies the train crews affected; a time consuming process! Sometimes, that info does not get to those intended. Remember, a couple of years ago, a train hit a parade float in Texas ..Midland, I think, causing injuries. To hold rail traffic for a parade will cause traffic bottle-necks for the RR. Now, would you want to have that train pass by in a 2 - 3 minutes, or take maybe 10 minutes? As I said, a parade SHOULD NOT cross a busy RR crossing!
The same thing happened one night this past Christmas. A NS train in my area was supposed to be under a slow order at 25mph because a the routed traffic flow for a Christmas lights show but I think they forgot because they blew through here at least at twice that speed...

I am a police explore and we had a christmas parade, and two CSX trains came thru(look at the video on my RUclips, the engineer was really nice) and in the middle of the first train, (there were two) these two kids were tresspassing on the train tracks(look no older than 12) i told them they need to get of the train tracks before something bad happend, and they did listen to me!! There was a speed limit set to 10-15 mph!!

In Seguin, Texas I have witnessed the city police dept stop trains and issue them tickets for speeding. Nothing like seeing a police cruiser stopping a freight train and issuing a speeding ticket.

Very understandable but what scared me was the little children running around the tracks or 1 may have gotten lose from the parents hands and fell or ran right in front of the train. A very scary thought.
Rockford Illinois has parades that go over the both the Union Pacific Kd line and the Canadian National Freeport sub and Up trains stop and cn trains go through at 20 mph during a parade
Most likely the two Intermodal trains were High Priorty maybe thats why they didn't follow the restricted speed orders. plus both Engineers layed on the horn as they approached the crossing.

Millenniumforce in Springfield, IL at one time Norfolk Southern freight trains were going fast and then in 2008 they had to go slow at a certain speed.
Yes the first one was about 30 and the second one was about 35 to 40. The engineers are going to get cited by someone. The Plant City police told me that they were going to get in touch with CSX about this.

remember when UP took over the Espee years ago, rail traffic was so bad, UP had trains parked just outside Chicago all the way down to the US-Mexico border line. Amtrak's Sunset Ltd was ALWAYS late, 10 hours to 28 hours late because of frieght trains that have stopped, no crews on them, couldnt get trains in the yards, couldnt get them out the yards and the shippers were furious and didnt have no choice but to use trucking companies. It was mismanagement and mis communication and UP mgmt using UP style mgmt and SP guys using SP style mgmt AT THE SAME TIME. This lasted for 3 years before it cleared up--thats when the government stepped in to run it right and get it cleaned up. I do remember when UP had every passing siding FULL from California to Texas because of the mess.
A city can not put out a slow order for trains. I was a dispatcher for 20 years. I had city cops try to stop trains and even tried to block a crossing. 'when the train did not slow down they figured that wasn't a good idea.
its getting the trains out the yards, getting them going, getting to point B ON TIME, keep the customers happy. The parade, people know there is a mainline that has more than 100 trains a day that goes thru, common sense, when the grade crossing bells ring, STAY OFF THE TRACKS. Imagine if ANY railroad have to stop or hold trains for every town that wanna HAVE PARADES crossing the TRACKS, there would be gridlock on that railroad PERIOD. The railroad will NOT take kindly to halting their TOP PRIORITY and Q trains and theyre getting paid a plenty good dollar for them. Here in Chicago rail traffic gets so bad where rail crews on CP leave Bensenville Yard at 4am and has to go to BRC Clearing Yard which is on the southwest side of the city and it sometimes takes them a full 12 HOURS to get there because of rail traffic congestion. Most of the time it takes 8 hours to get there. By car, it takes 40 minutes.
Those trains have the right priority to interrupt a parade because trains are more important since they carry freight and makes some of the economy in America, so regardless those trains have the priority to interrupt a parade. Even crossing when an Ambulance is rushing to the hospital

I think all railroad crossings should be required to have bright white LED or floodlights lighting the crossing when the crossing is activated, or all the time, so everybody is more aware and treats the crossing very cautiously. Over until the UK crossings are all fenced, have physical barriers, and are much more protected. In the U.S. crossings aren't pronounced enough.

+JMAN123436 also the trains are loud enough to hear them for 2 to 3 miles (3 to 4 km) and the crossings have bells and lights and "physical barriers" so people don't get hit.
What I mean by lights is a fully lit crossing. This crossing is very dark, with no special lighting other than the streets lighting. Also our crossings don't have physical "barriers", they just have an arm that comes down that is easy to driver around, or walk under. In the UK, crossings have arm gates like these, but have a fencelike bars hanging from them so that when lowered, it creates an actual fence. Also the gates span the entire crossing and there are physical barriers all around the crossing making going thru the crossing when activated nearly impossible, where here in the US, you just walk 5 off the road and can walk around the crossing.

Any evidence pinpointing the communications breakdown at CSX®? I suspect that the message never got through Dispatch, resulting in orders inconsistent with a 10 MPH section through Plant City. Not too many conductors or engineers would run at the normal track limit in violation of speed-limit orders to the contrary, as such action is grounds for firing as well as cause for a Federal criminal complaint.
Once I seen this train and the driver was acting like he was a year late, I never see trains going over 60 on this one stretch of line, this train was going 80 or 90, possibly even close to 100, all I remember was it was going so fast you could only recognize it was CSX by the colors, forget trying to read it, it was moving too fast

This is why you set up fences or gates for events like this because its never safe near the tracks and you only have rail road officials and police present in the crossing line. If that second train does not follow orders to go slow in that area then the crew will be finned in a restricted zone. Also they will be responsible for any lives they put in hand.

How can the writer make this kind of statement? It would be very un likely for 2 trains to fail to slow down if they had formal train orders to slow at that location. I would guess that someone failed to send the info to the railroad and or the railroad may have failed to issue the orders all together. Where did the writer get info for his reporting on all this? Very understandable but what scared me was the little children running around the tracks or 1 may have gotten lose from the parents hands and fell or ran right in front of the train. A very scary thought.

Wow CSX employee and two police officers went at it about how fast they went through also Benny said there was a restriction.
If there were no slow orders posted on the daily train bulletin or if the dispatcher didn't issue a EC1 then no were rules broken.
Rockford Illinois has parades that go over the both the Union Pacific Kd line and the Canadian National Freeport sub and Up trains stop and cn trains go through at 20 mph during a parade

Most likely the two Intermodal trains were High Priorty maybe thats why they didn't follow the restricted speed orders. plus both Engineers layed on the horn as they approached the crossing.

No CSX freight train (no matter the priority) has the right or ability to bypass a slow or restriction order. Those 2 trains probably just never got the order or disobeyed it directly. If that was the case, I'm sure they paid for it dearly.

Millenniumforce in Springfield, IL at one time Norfolk Southern freight trains were going fast and then in 2008 they had to go slow at a certain speed.

Yes the first one was about 30 and the second one was about 35 to 40. The engineers are going to get cited by someone. The Plant City police told me that they were going to get in touch with CSX about this.

If the 1st cargo train followed slow command, there's no excuse for the 2nd to disregard the existing command.
remember when UP took over the Espee years ago, rail traffic was so bad, UP had trains parked just outside Chicago all the way down to the US-Mexico border line. Amtrak's Sunset Ltd was ALWAYS late, 10 hours to 28 hours late because of frieght trains that have stopped, no crews on them, couldnt get trains in the yards, couldnt get them out the yards and the shippers were furious and didnt have no choice but to use trucking companies. It was mismanagement and mis communication and UP mgmt using UP style mgmt and SP guys using SP style mgmt AT THE SAME TIME. This lasted for 3 years before it cleared up--thats when the government stepped in to run it right and get it cleaned up. I do remember when UP had every passing siding FULL from California to Texas because of the mess.
A city can not put out a slow order for trains. I was a dispatcher for 20 years. I had city cops try to stop trains and even tried to block a crossing. 'when the train did not slow down they figured that wasn't a good idea.

its getting the trains out the yards, getting them going, getting to point B ON TIME, keep the customers happy. The parade, people know there is a mainline that has more than 100 trains a day that goes thru, common sense, when the grade crossing bells ring, STAY OFF THE TRACKS. Imagine if ANY railroad have to stop or hold trains for every town that wanna HAVE PARADES crossing the TRACKS, there would be gridlock on that railroad PERIOD. The railroad will NOT take kindly to halting their TOP PRIORITY and Q trains and theyre getting paid a plenty good dollar for them. Here in Chicago rail traffic gets so bad where rail crews on CP leave Bensenville Yard at 4am and has to go to BRC Clearing Yard which is on the southwest side of the city and it sometimes takes them a full 12 HOURS to get there because of rail traffic congestion. Most of the time it takes 8 hours to get there. By car, it takes 40 minutes.

I think all railroad crossings should be required to have bright white LED or floodlights lighting the crossing when the crossing is activated, or all the time, so everybody is more aware and treats the crossing very cautiously. Over until the UK crossings are all fenced, have physical barriers, and are much more protected. In the U.S. crossings aren't pronounced enough.
+JMAN123436 we have all of those on most crossings except on ones that are dirt roads and such. you an see all of these on this video if you look hard enough.
+JMAN123436 also the trains are loud enough to hear them for 2 to 3 miles (3 to 4 km) and the crossings have bells and lights and "physical barriers" so people don't get hit.
What I mean by lights is a fully lit crossing. This crossing is very dark, with no special lighting other than the streets lighting. Also our crossings don't have physical "barriers", they just have an arm that comes down that is easy to driver around, or walk under. In the UK, crossings have arm gates like these, but have a fencelike bars hanging from them so that when lowered, it creates an actual fence. Also the gates span the entire crossing and there are physical barriers all around the crossing making going thru the crossing when activated nearly impossible, where here in the US, you just walk 5 off the road and can walk around the crossing.

Any evidence pinpointing the communications breakdown at CSX®? I suspect that the message never got through Dispatch, resulting in orders inconsistent with a 10 MPH section through Plant City. Not too many conductors or engineers would run at the normal track limit in violation of speed-limit orders to the contrary, as such action is grounds for firing as well as cause for a Federal criminal complaint.

Once I seen this train and the driver was acting like he was a year late, I never see trains going over 60 on this one stretch of line, this train was going 80 or 90, possibly even close to 100, all I remember was it was going so fast you could only recognize it was CSX by the colors, forget trying to read it, it was moving too fast

i m glad it didnt happen in arlington because if there was a parade there, union pacific would not slow down if it was an intermodal or stack train.now if it was a manifest, it would b slow, like, in plant city, a csx manifest would slow down

This is why you set up fences or gates for events like this because its never safe near the tracks and you only have rail road officials and police present in the crossing line. If that second train does not follow orders to go slow in that area then the crew will be finned in a restricted zone. Also they will be responsible for any lives they put in hand.

This is ridiculous! Why would an engineer, who's supposed to live by the "Golden Rule", blast down the streets when they know there's a slow order and people are going to be right on the tracks? I hope their CO grilled them for that!

How can the writer make this kind of statement? It would be very un likely for 2 trains to fail to slow down if they had formal train orders to slow at that location. I would guess that someone failed to send the info to the railroad and or the railroad may have failed to issue the orders all together. Where did the writer get info for his reporting on all this? I tend to guess what we have is a bit of clic baiting going on here.
