Hm. I'd argue Rigor. Full power Ize is enough to squash a Super Saiyan 4 but then Rigor could do the same at his peak.
Difference being Rigor only lost to a SS4 Gogeta because he took too long. Ize would tap out against someone like Gogeta.

Theoretically, GT Goku would solo Ize, yet Ize can wipe the floor with SSJ4 Vegeta, SSJ4 Gohan and SSJ3 Adult Gotenks because... Plot.

Full power Frieza is almost equal to Namek SSJ Goku. Base Ize is 10x base Frieza. Full power Frieza is almost 225x base Frieza, so it's still a huge increase to his full power.

SSj2=100* base
SSj3=400* base
SSj4=4000* base. Its 100* stronger than 3 because a golden ape (equivalent to SSj4) combines 1/5 of SSj ki, and Oozaru ki. So that's 10*10 equaling 100. It multiplies by the SSj3 level, because logically, it would multiply by the farest a saiyan's level has reached. People say SSj4 vegeta has to be weaker because of this, but there's a theory that he has SSj3 but knows its useless because of ki drain.

10 x frieeza is ridicolously weak even for base gt Vegeta... ssj3 is 8 time a ssj, so ans ssj4 is 80 times or more a ssj... ssj goku Namek(far weaker than vegeta base GT) is stronger than frieeza.

4 years late but yeah they basically said each year in the ice is an order of magnitude higher in power not just a linear increase (i.e. exponential increase). Ize is likely 1000s of times if not millions of times stronger than frieza as a result.
Man the storyline is so awesome why won't Akira Toriyama just take up the Super Saiyan 4 Paradigm of DB he's ruining his own thing by keeping Super Saiyan 4 out of it Super Saiyan 4 is amazing
