It's possible, requires patience/caution, and take maybe an hour or two to complete. If you intend the wand handle to be Dolores inspired, I wouldn't use an entire sheet of paper to roll the wand because I worry the circle handle would be too thick. I would stop maybe half way (4 rolls about), cut off the excess and tape or glue the paper down. Fill the cone with hot glue as best you can, then with the glue gun carefully lay rings of glue around the wand handle, let it set for a few seconds then keep layering until I have the desired roundness. With the residual heat of the glue gun, smooth out any imperfections. Once you're happy with the look, paint it. Hope this helps. Best of luck!
Adding more or less pressure on the glue gun helps control the thinness/thickness of the glue lines. That's how I made that wand. Also I suppose if you're quick enough, using a toothpick or bobby-pin to guide the glue on the wand before it sets can help you make unique designs.

I think it could work. Perhaps gluing or taping the paper to itself while rolling it around the pencil all the way then carefully removing the pencil from the larger end of the wand. Using the excess bits of paper to make a thinner cone to affix the the point of the wand with glue or tape.

I am very unlucky because my parents are not buying wand for me and we don't use chopsticks because wer are Indian and then with paper I don't have brown paper and also I don't have acrylic paint😔😔
