The reason people are getting aggressive is due to the regularity of these chases, as if any vehicle could out run a police radio. Then once in court they seem to have the upper hand with too many rules protecting their rights. The defendants have to much of the upper hand in court today and police and the courts have to walk a narrow path. The constitution was written in 1787, they may have been required back then but the constitution left little free way for modern times.
The guys is changing his clothes because he's planning on bailing out and he had recognizable clothes on so now he's changing them so he won't show up as being the suspect when he bails out

It depends on the time of day and what freeway you happen to be on, but with the right (or wrong) conditions, it could take well over an hour!
