Where the procedures are to utilized by all, local police dept. as a standard policy/procedures for the purpose to ending these pursuit, quickly. Ie. Aggressive tactics. They shot him in the face with a bean bag and arrested him. He was Marine Corps with PTSD according to his wife and friends.
"CHP officials said they spoke to the suspect's wife, who said (Karl) Flores served in the military and suffers from PTSD.
A person who identified herself as the suspect's friend -- who saw ABC7's coverage -- called the station and said Flores is a troubled veteran.
"He served for us, he was in Afghanistan and Iraq," she said. "We have tried to get help with the VA but with it being so backed up and such a long wait list, it's hard to get treatment for any of our veterans. When is enough going to be enough? These people, like I said, are constantly putting their lives on the line for us, and what are we doing to return the help?" "

When they do these pit manoevres, why do the Police hang back so far? It's obvious he's going to drive off again with all that space around him. With all their cars, they could surround him, with guns drawn. Even if the bloke is armed, they have more guns and could shoot if he aims at any of them! Many criminals are armed. Nobody wants to be strapped in a chair 10 feet away from the guy who doesn't care if he hits people with his car. The goal is to stop the guy without any casualties. If he opens fire the police in the back need to be ready to follow him that distance away gives you time to react, and if the criminal is making a u-turn to keep going down the road the police in the back can gain speed faster than the criminal can.

They shot him in the face with a bean bag round. He was a Marine with PTSD. They were speaking to his wife and friends the whole time.
"Shortly after 2 p.m., Flores opened the car door, at which point officers swarmed the vehicle. Authorities said a less-than-lethal shotgun was fired, and a bean bag hit the suspect in the face. CHP also released a K-9, who pulled the suspect further out of the car.
Flores was taken into custody and being treated for the bean bag wound to the face. He was later released from a hospital in Oceanside.
CHP officials said they spoke to the suspect's wife, who said (Karl) Flores served in the military and suffers from PTSD.
A person who identified herself as the suspect's friend -- who saw ABC7's coverage -- called the station and said Flores is a troubled veteran.

Don't lump all American law enforcement in that group. Los Angeles is a very liberal city, and in the past, the LAPD developed a terrible reputation for aggressively pursuing suspects and even shooting at vehicles they were pursuing. I don't recall if innocent bystanders were killed or if the city council just decided to reign in the police, switching to a "kindler and more gentle" protocol. I don't know the regulations nationwide, but in my state, they police will back off when there is heavy traffic or the suspect leads them through residential areas. If the suspect is considered dangerous, they will continue the pursuit.

I don’t understand the training of these officers when it comes to driving skills. I understand the safety of the public needs to be priority number one. However, so many opportunities do you spike strips or to pit maneuver him approaching an overpass and/or fern second unit to tag him after the initial pit maneuver. If I decide one day to have a place I will definitely know to go to Los Angeles for I will have very little difficulty getting away 😂

"He served for us, he was in Afghanistan and Iraq," she said. "We have tried to get help with the VA but with it being so backed up and such a long wait list, it's hard to get treatment for any of our veterans. When is enough going to be enough?
