That's where some of these people might be.

What Lt. Gen. Elwelu is talking about is policy evaluation. It's the same area that NRA/UPDF sponsored me to study in USA. But unfortunately when I returned to Uganda with PhD, I was taken to UDC by my mother unit which is now known as SFC at Entebbe Katabi barracks and sentenced to 2 years imprisonment in Luzira prison. Why? This is because I overstayed my study period in USA. A UPDF officer with PhD degree in public policy evaluation the role which Lt Gen. Elwelu is explaining now wasted Uganda tax payers money in Luzira Murchison Bay prison. I completed my sentence and later left the country. My brain is being utilised by foreign countries now. It is sad but that is what happened. When I hear Lt Gen. Elwelu struggling to explain his role and how to combat the task l just laugh. My humble advice to Lt Gen Elwelu is that policy evaluation does not require military tactical approach but thorough research and investigative approach. You are dealing with highly sophisticated knowledged individuals in the institutions or ministries. My fellow combatant your approach has failed from the beginning. You need experts to help you.

It's in hundreds of millions considering the amount deposited and fixed even for 3 months only. Please relay this message to the General it's what is going on in the country
No sense in the message, How do CAOs benefit from the money going back to the treasury, sometimes the money delays and is only released when the financial year is almost closing. I think general needs to put himself in the Shoes of such a CAO who receives money late and can not do much in the shortest time. Otherwise, He is just doing a lip service.
