In this case, both rods are simply conductors. When a conductor is positively charged it is called the anode. When a conductor is negativity charged it is called the cathode. We distribute chrage with a battery.
First we look at the anode (positive). Electrons are being taken from the water. When 1 electron is taken H2O becomes HO- (hydroxide), then a second electron is taken and you have O-- oxygen. Then to Oxygen atoms combine to make O2 and float up as a gas. At the same time two hydrogen atoms were released. The H atoms desolve into the water, and are basily free protons (H+).
    2H2O(l) → O2(g) + 4H+(aq) + 4e−
Now we can go to the cathode and see the next step. The free floating hydrogen atoms (aka H+ aka protons) receive an electron from the cathode. The cathode is negative and giving away electrons. The electrons and H+ combine to form regular H. The hydroden then floats up as gas.
    2H+(aq) + 2e− → H2(g)
Now we see how we get H and O2 from Electrolysis.
    2H2O(l) → 2H2(g) + O2(g)

Replace those carbon electrodes with electrodes of coiled platinum wire and you'll have Grove's Gas Voltaic Battery, a primitive hydrogen fuel cell! Once the tubes are filled with hydrogen and oxygen, disconnect the 9v battery and connect a load, such as a voltmeter or LED across the electrodes of tubes. The gasses will begin to be consumed, generating electric current.
