What about starting with waste yarn/cast on rag, and a ravel cord, knit the blanket and do the edging, the rehang the other end and do the scallops. Would that work? OR knit lengths of the scallops as a trim and sew them on.

How would you do this in reverse for the opposite end? For example both ends of a blanket.

The holes I would eliminate.
You could totally do that by wrapping the yarn around the last needle on the side where the carriage is ☺️✨
