I have a 16 litre planted fish bowl and there are already 30 cherry shrimps in there ! And today I bought 2 pair of octocinlus and I noticed a ghost shrimp arrived with them surprisingly should I put it in my cherry shrimp bowl ?
You could keep the ghost shrimp in there but if it's too crowded, it could get a bit aggressive. Also, don't put the Otos in there as they need more room to swim around.
They are not known to hunt fish fry as they're primarily scavengers but if there's competition for space, there's always a possibility, a shrimp could show some sort of aggression.

I've noticed that my ghost shrimps always steal food pellets and hide away somewhere eating them 😂

Seiryu stones are inert and do not affect water chemistry, making them safe for most aquatic inhabitants.

He has kuhli loaches with his shrimp, they will probably eat some babies, give lots of hiding places
The adults will be fine. The newly born can always be in danger.
