There are educational videos about stuff like that on youtube. You can search for them! In fact, there are videos like that on this very channel, imagine that! Videos aren't tailor made for you.

I know, as I’m reasonably intelligent, that there are other videos on this very channel. I have yet to have the time to peruse all of them as I am a disabled senior citizen. I subscribed to this channel to find some advice on rebuilding a bicycle for my 5 year old granddaughter, but if everyone is as as snarky as you seem to be on Christmas Eve, maybe I’ve made a mistake. Merry Christmas anyway (or whatever holiday you happen to celebrate)!

You can find a lot of detailed instructions on bike-building, repairs and other problem solutions on this channel. I wish you nice Christmas holidays.🎄 Btw: Do you mean the part where he holds a metal bar alongside the frame, from head tube down to the rear axle? He is checking the frame alignment. Sometimes it can be slightly bent which causes the rear wheel to not run straight.

My first step of prepping a steel frame was to rustproof the internal surfaces of the tubes, with linseed oil.
Boiled linseed oil works better than standard

He is facing the two attachment holes for the disc brake caliper. This way, the caliper will be perfectly straight.
