That's a desoldering tool. You can get them with a built in soldering iron or as a little suction device that works with a regular soldering iron.

Non related question is their a way to clean the heat exchanger, visible if you yank the blower, without pulling the entire dash?

No problem. Compressed air and a vacuum would be the best option. Assuming it's plugged up with tree debris.
