If you're a manufacturer you just say you comply with ece or dot standards, pay a liscencing fee, an they stick an ugly holographic sticker at the back. Then the dirty traffic cops come and see if you have the stupid sticker in your helmet. If not you pay a fine. It's all about money.

All DOT "compliance" is the honor system. DOT is useless even here in the states
