Yeah that plastic cartridge can cause issues. I’m convinced ethanol damages them. In what way I haven’t given it enough thought. Not sealing somewhere possibly? Pull the good cartridge out of the doner carb and change that one piece to narrow it down :) don’t just change the whole carb right away.
If it runs on staying fluid, would say it is a fuel delivery issue. Does it have a primer? Odd that it runs for a second unless it’s the primer squirt it’s running on. Was the bowl full?
You didn't say if the bowl was full, or if there was good flow through the needle and seat? You say the carb is clean what about the atmospheric vent hole into the bowl is it open to allow the pressure change for fuel draw? Just a few fast thoughts as I'm sitting here on my lunch break. Hope all is Good Brother.
Ken do me a favor before you do anything with that Carberater before buying a new check the flywheel break make sure it’s fully open. If you have to put a tie strap on it put a tie strap on I think you have a problem with the brake system.
Sounds like the the removable venturi insert (the one held in place with the jet module) has dropped out this will cause it to start and stop like this.
Those engines are garbage. I don't even work on them. Once the plastic gears inside fail off to the scrap heap it goes. If you've cleaned out the carburetor completely, can you check the bottom of where the brass jet is there should be a metal ball bearing underneath it. If not then that might be your problem.

Flow is good. Don’t know of a vent on a Briggs plastic carb. All is well brother, chat soon

Either the jet is still clogged on the back side of the jet, or the fuel line may be restircted.
