The Custom Skin people have found a workaround to keep it working even with Vanguard. While there were no bans so far (if you use the current version!!!) I wouldn't call it 100% safe, as I believe it is a grey area that they just tolerate and they could change their mind anytime.

No, and vanguard made no changes. They adopted the old version to vanguard, but Riot has taken no action to stop custom skins.
