Why does a microwave oven heat up the plate but not the food on it?
It depends
If I remember correctly, the microwave boils the water inside the food and so it cooks it. The plate is just a plate, it doesn't have water in it.
Because of inference patterns of the microwaves, it just heats up your food very unevenly. You plate also works quite well as a heat conductor, making it feel hotter (which is why metal feels colder than plastic at the same temperature).
