I would love to see it. I think it could be a 7 but it depends on how your character is being played and what you have been facing to help make your decisions.
From reading Stand Against the Tide it could easily work the same as the cloud rune does and there is no mention of reach or range. So you might be underselling it, ... a tiny bit.
I have seen some wild interpretations for whirlwind strike, saying you can keep doing this as long as you still have movement and that you can just move to a different group to make a bunch of attacks. With spells like Zephyr strike and Ashardalons stride (in both cases you don't provoke opportunity attacks) that could be done relatively safe. Add something like rune knight or giant barbarian on a high mobility race (centaur, satyr, leonin, wood elf or tabaxi) and the number of times that the 2 foes close enough together features would come up will be bigger than you think. Of course adding action surge is always great for a ranger and getting bigger + a couple of runes works out great.😂😊 I do wanna see what you can do with the suggestions I made above. Perhaps using 1 of the races mentioned above or bugbear and find a way to pick up shield.😊😊😊
Yeah as far as I can tell, you can do this if you have your action available. The biggest issue though it getting all the enemies to line up perfectly and there to be enough of them. I don't think that situation is going to present itself very often at all
Yeah, the defensive options at seven are pretty meh, but consider your picks in total: colossal slayer does extra damage, giant killer gives you a reaction attack within a large or larger enemy and horde breaker requires two enemies within 5ft of each other. For defense, escape the hoard works with horde breaker because if you are fighting multiple opponents, you might draw multiple opportunity attacks. If you are fighting giants and such multiattack is often a factor, so avoiding those second or third attacks would be nice. Also if they miss, it could trigger your giant killer attack. Steel will, like colossal slayer is a midpoint ability. CS gives bonus damage if its already hurt and steel will gives you advantage on fear, a common effect. Like the totems, they build off each other.
As for whirlwind attack, this pairs with escape the horde nicely. It sounds to me that you don't play melee rangers often. With horde breaker, the idea is to get into position to attack multiple opponents. You seem to shun melee options. You also seem to favor Dex builds. Dex builds max out AC to 19 with a shield and a rapier in melee. Not a character I would get in close to multiple enemies. But a greatsword wielding medium armor Str build could and would utilize the melee options. As to why stay Ranger from 11 on, one word: spells. Yes, you can get these options faster as a rogue, but you don't get high level ranger spells. So, getting the rogue's sloppy seconds is boring, it doesn't show the whole picture. I admit, at first glance, I didn't see the potential. But then someone told me how awesome a great weapon master hunter ranger with horde breaker can be. At level 3, you can smack down 2, possibly three enemies in a round. 😉 but you have to get up close and personal. The best part of the multiattack options are both of them are allowing you to make more than 3 attacks per round. And your abilities stack. So if you took colossal slayer and you're a wimpy Dex build, if you use volley after a friendly spellcaster did some chip damage, you can add colossal slayer to every person you attack. Same with sharpshooter. And flame arrows. Whirlwind attack can use the same effects and great weapon mastery instead of sharpshooter. I think your biases blind you to this subclasses potential. Aragon wasn't a wimpy archer. He used the bow at times, but he offered Frodo his sword, not his bow and watching him fight, it was obvious he was a two handed weapon style.

I can see that but I mean... Evasion or Uncanny Dodge. I'm pretty much always going to want to take one of those instead

I've read a few "fixes" for this sub classes that just gives you everything. Most say that it ain't that strong.
I mean that is certainly the easy way to do it I guess. We don't take the easy route around here though lol
