Totally disagree. According to him, IAS are not corrupt but top leadership make them corrupt. Absolutely wrong, District Magistrate is the highest executive authority of a District, he directly controls all subordinate departments of District level. There is rampant corruption prevalent in subordinate government offices of India, why they don't reform them.
At least reform there where you are capable of, don't shift blame on any 'higher authority'.
Corruption is here to stay forever. So, please don't get mislead by anybody.
Avadh Ojha is the true depiction of today's corrupt society, his mind and teaching not only appreciate corruption but also shows his frustration of not getting into civil services. He portrays all the civil servants as corrupt and dishonest which I am sure is not the truth. Idealism is not bad but also not possible in Most of the cases, however, a teacher should not appreciate corruption.

Sir if i go to some government office for making my work done, the clerk will simply say ki there's huge work load, it is not possible for me to do at this early time(which might be weeks or even months, in some cases) so if give him some bribe, he will just prioritise my files over others, so please tell in this case who is involved in corruption? DM? SP? Secratary? DGP? PM? CM? Or a clerk?

Transparency is necessary. Specially in judiciary. Problem is that judiciary isn't kept under the ambit of audits and investigation. They have so much immunity that even to initiate an investigation you need the permission of the chief justice.

एक आई ए एस अधिकारी की कहानी याद आ रही है जिन्होंने हरयाणा में रहते हुए एक बड़े राजनीतिक परिवार के दामाद का जमीन घोटाला उजागर किया था उन्होंने अपने एक इंटरव्यू में कहा था कि मंत्री और नेता बहुत प्रेशर करते हैं वह नही मानते तो उनका ट्रांसफर होते रहता है 27 वर्षो के काल मे 50 बार से अधिक ट्रांसफर उनका हो चुका था । मतलब सिस्टम में काम करना है तो गलत सही सब काम करके दो वरना ट्रांसफर तो है ही । नेता नगरी इस तथाकथित काम से अपना काम भी करवाते हैं पैसा भी बनाते हैं और नेतागिरी भी चमकाते हैं । ऐसे में नए नवेले आई ए एस कंहा तक इस भ्र्ष्टाचार के सिस्टम से लड़ पाएंगे पता नही इस मे सुधार कब होगा । हाल के कई सालों में जो बड़े अधिकारियों के यंहा छापे पड़े और कई करोड़ की नकदी और जेवरात मिले इस से यह लगता है कि कई आई ए एस इस भ्र्ष्टाचार मय हुए सिस्टम की बहती गंगा में अपना हाथ पैर ही नही पूरा शरीर धो कर अपनी पुश्तों तक कि कमाई का आंकड़ा छूने को आतुर हैं ।
