I cannot understand why when people install these that they don't set them up properly so that the dual flush works properly.
If there's not enough water for the main flush to deal with number 2's then multiple attempts at flushing is going to use more water than it the cistern was properly filled.
This applies to both flush down and, even more to symphonic toilets.

You are 100% correct. This was installed last week by a company as a downstairs WC refit. The customer was told that's how these new toilets are!
