i think in the show, it's probably low grade meat, like organ meat, probably from animal/non "people" fish, he mentions seahorse and jellyfish as ingredients so probably akin to eating horse for us, or maybe akin to something like haggis for us.
I think that the chum is made of some kind of livestock fish like seahorses are a livestock that people ride, so there probably species of fish that the residents of bikini bottom would consider okay to to eat, and chum is a byproduct like how sausage is made up of small bits and unused cuts of meat.

It be cool if plankton would sell other things like soda, fries, onion rings, hot dogs etc But make it really cheap so that krusty customers would only ever need to buy the patty and then go to his restaurant to get anything else they want cause why not since its next door. Mr.krabs would be too cheap to lower his prices and cant really stop his customer from doing so and when customers go there he can use karen to steal or outright buy the patty from one of the customers and with that would keep his hands clean if mr. Krabs accuses him of stealing his formula cause he wouldn't have any proof. But knowing spongebob, the writers would find a way to make that fail anyway.
