I've never used HP Tuners nor have I ever done anything more than flash a tune with an old Diablo Trinity programmer. Build a few LS trucks but always paid for others to tune. I wanna learn to do it and this was very helpful. A WHOLE lot to learn. Thanks!

It is best to learn this stuff. All of it.
It is easy to blame a bad tune, when really if it was my car, and I put in a tune that I didn't at least try to understand, it would still be my fault if it messed up.
Learn this stuff, compare, and go race.

In the tune repository is there any ability for folks to leave comments/ratings on specific tunes?

No.
This is why learning to tune is crucial. Copy/pasting a tune really isn't the way to go

I'm using HPTuners to reflash OEM ECU. I was also looking into the TunerPro to create a custom XDF to import into HPT to do some things they don't make availble to me. One thing is a spark cut launch control. Not sure if using TunerPro to create an XDF would even allow me to do this. My biggest issue is finding the HEX addresses/understanding how to even build an XDF to do what I'm trying to do.

I'm merely a user of these things, not a developer. I've seen someone using an external Arduino to accomplish this though.

Yes, to use HP Tuners you do.
You can use PCMHammer and Tunerpro to do it much cheaper, that video is in this same playlist.

So I'm in the process of swapping a 2011 camaro l99 engine and trans from my salvaged SS to a 2013 SS theft recovery. The 13 had no engine or trans or wiring harness or ECU. Will i be able to with hp tuners to just do vin # wizard to get the ECU out of the 11 too work and clear the security issues? If not what will need to be done? Thanks

You don't have to do anything with the vin to turn the VATs off, the license always goes with the PCM, doesn't care what car it's in.
