LogoAttitude is right. In 1989 Paramount was owned by Gulf+Western, which was renamed Paramount Communications later in the year. It wasn't until 1994 that Paramount became part of Viacom and began using the logo with the Viacom "Wigga Wigga" typeface byline. So this is most likely from a video or syndication print before 2010 or so, when CBS took over distribution of all Star Trek series.
of note is that they used the 1995 Network variant rather than the Domestic variant to plaster over the 1989 version of the Paramount logo the 1995 Paramount TV logo had two main variants, one designed to be used for new episodes of network shows (like Frasier, JAG, ST: Voyager, Wings, and Duckman - all of which were on the air in 1995), which was called the Network variant (as this was to represent Paramount Network Television) and was zoomed in much farther, the other variant was meant for syndicated shows (like Entertainment Tonight and Hard Copy) and reruns of older shows in the Paramount library or currently-running network shows which had older episodes in off-network syndication, this was called the Domestic variant (as it represented Paramount Domestic Television) and wasn't zoomed in as much while most plastered versions of TNG episodes used the Domestic variant, some (like this one) used the Network variant despite TNG being a syndicated show not a network show (some scripted syndicated shows from Paramount in this time, like Viper and ST:DS9, also used the Network variant instead of the Domestic variant) The Network variant had a noticeably chyroned Viacom byline and was still. That was most likely because it was originally the Paramount Communications variant (which had the clouds moving westward in the background), which a screenshot was taken from, the old byline chyroned out and the new one put in and the Viacom byline is more crude than it is on the Domestic variant (where it more closely resembles the font of the old Viacom logo).
These end credits would be playing every morning during university on the Space Channel. I'd be getting up just before 8, then I could just turn on the tv and listen to this great tune.
These credits bring back great memories. Channel WB-61 Phoenix this show would play from 9-10pm then my favorite show the Simpsons would play from 10-11pm. Nostalgia
