Climate change will displace people in Central America, but this is more likely due to Hurricanes or other events like this instead of water scarcity, as this part of the world is known to have dense wet forests that won't run dry anytime soon. Filtering salt out of water isn't the same as filtering bacteria. It has to be removed at the atomic scale requiring immense investment like the previous reply mentioned. The resources required to filter salt water on a societally impactful scale would be unimaginable
