As others has also said, this was shot on a green screen, easily noticable in three ways. At the start of the clip the camera zooms in and out on the robot and man, while the background stays stationary, a shot at 0.44 shows green screen and also the background changes mid way though.
As for the waving, it does do it, however as the prop would be controlled by complex remote control or computer. In this clip alone I see individual control needs for: left track(its feet), right track eyes raise and lower head tilt, head turn left arm up and down, right arm up and down left hand open and close, right hand open and close left arm extend (gets longer when it hides), right arm extends left hand turn, right hand turn body raise from back and at least 20 different audio files
As this WALL·E prop is very complex in terms of operation, it would likely be animated via macros (multiple events that go in sequence as programmed) and the shake hand macro may not have been loaded. The prop already had multiple macros to perform and the shake was seemingly unexpected, as was the dancing. You could tell the operator was using manual controls during that sequence. Disclaimer: This is only my guess, I have never seen the bot in person or know how this particular one operates.
Aside from the green screen glitch in :43, I think they planned this out pretty well. I think it's pretty cool to see adults like that interact with Wall-E for audiences of their broadcast, especially if there's kids watching too.

It wasn't meant to be real. It was publicity and I personally think it would be awsome to own one of those things. I'd prefer to have an RC Wall-E to a real droid anyway.

The robot is real, i'm sure by now you've seen the other videos of this animatronic wireless robot on display in LA and on those other news stations. It's really not that complicated or hard of a design to do with todays technology. It's basically a movie-themed Bomb-disposal robot used by the army/police ...etc

It is actually a real robot, they use him over at Disneyland. Problem is it has a limited number of responses and shaking hands isn't one of them.

The Robot has only like 10 different sound programed and if he did shake his hand ether he will be hurting or break the freaken Robot.
